Local Business Participation Program

In December 2018, Lacour Energy and Goldwind launched the Local Business Participation Program for the project. This Program will be a key initiative to identify capability and capacity in the local community and maximise opportunities for local subcontractors and suppliers to participate in the project.

Stage one – Expressions of Interest 

Under the first stage of the Program, Clarke Creek Wind and Solar Farm is seeking Expressions of Interest for 17 different work packages ranging from fencing to civil construction of on-site crane stands and foundations and supply of quarry products.

During this stage, the project is listed on the Industry Capability Network (ICN) Gateway. This is an independent business network providing an online tool to connect subcontractors and suppliers with projects.

Suppliers with an ABN are encouraged to register their interest againest specific work packages via the Clarke Creek Wind and Solar Farm project page on the ICN Gateway website.

Stage two – Further Information

Stage Two is an Industry Briefing to be held in the local area to the project following the appointment of the main contractor - Balance of Plant (BoP) contractor. The Industry Briefing will provide local businesses and community members with additional information regarding:

  • the Clarke Creek Wind and Solar Farm project from Lacour and Goldwind, and
  • potential opportunities for local contract/supply/employment and relevant details for the engagement process from the main contractor.

Stage three – Engagement

Stage Three is the engagement stage where the main contractor and major subcontractors for the project, will engage subcontractors and suppliers. Stage three spans the phases of construction and the transition into the operations phase.

The main contractor and/or major subcontractor may engage suppliers and subcontractors according to their normal procurement processes which may include tendering for particular work. Prior to engagement, companies may be required to complete a pre-qualification approval according to the requirements of the hiring company (main contractor or major subcontractor).
